Not that there’s necessarily has less traffic there, but at least the “loop” is shorter for the driver, and once picked up, it’s relatively quick exit from the airport.
Yes, that was kind of my thinking. And yes, I did find a small traffic backup at noon on the upper level (prime time for the afternoon departures) but it was not completely gridlocked as I saw in the domestic terminal at peak times. The flow is much better.
On the minus side, T1 arrivals provides a few nice spots to hide from the overzealous traffic cops, but there is nowhere to hide at the International terminal, and T3 are vicious.
