as someone who traveled with my now 9 and 6 yr old since they were both 3 months old around the world, we were never given an option to sit in exit row or allow to select exit row, also we were moved around due to certain rows didn't have extra mask to accommodate a lap child, to me it seams like they knew how to bend the rules for some dumb reason the none exit row person was to lazy to hold the infant
