Yes this is a known problem when the actual frame intent for the flight is assigned, 2-3 days in advance. When the frame is assigned some error occurs and the system thinks this a PremPlus sold flight.

The general approach is keep checking regularly as UA will eventually correct the error and when it does, anyone can pick the nicer seats.

Domestically only non-West Coast Hawaii flights and EWR-SFO/LAX. Not IAD-SFO.

Otherwise Premium Plus Seats Sold as E+? Service levels? (economy)
