The R2PBF is a P fare that comes out of the P bucket that matches DL's new first class fares. The reason that the fare basis code doesn't begin w/ P is that some discouts have a heavy discount off of any P fare basis code, and since the R2PBF fares a already a deep discount from the P26 fares, they feel there is no reason to still offer the deeper discounts.
