Officially, CX only blocks the first 6 rows in Y for élites. If your desired seats are blocked, chances are they are blocked for other reasons, not for CX élites. I would call and even HUACA if the initial call does not work. Some agents know how to unblock seats, some don't, but it also depends on the nature of the block. If a tour group is blocking it, for example, it cannot be unblocked.
