If the website doesn't offer it, you would have to find an agent to break the rules. In general, 35 minutes is not enough of a change to warrant a refund (though it does happen).

The website is a crapshoot. I've had a free refund offered on a two-minute change, and also on just a flight number change, but not on a one-hour change.
