So if you have 29kg then you can either check-in one bag & just pay for the extra 10kg. If you want to check-in 2 bags then the first bag upto 20kg will be free & they will charge you ₹1,615 for the second bag & excess baggage for the 10kg.

Now lets suppose you have 3 bags. If you have 10kg in each bag then the first 2 will be free as they fall under the 20kgs allowance. You will have to pay ₹1,615 for the third bag as well as the charge for the 10kg slab.
Does this logic hold for domestic flights as well?

I have a PNQ-BLR sector boked on a 'Super 6E' fare that gives me an allowance of 20kgs.

Due to 'reasons' I will have 2x ~10 kg bags to check in, both are carryon size so, worst case, I can carry one of them in the cabin, but I would prefer to check both in if I don't have to pay the extra bag fee.
