Sending certified copies of birth certificates should be no problem but how are people going to get notarized copies of their passports if a Notary won't stamp a photocopy?
I've had notaries stamp photocopies of many documents in the past; of course, I had to bring the original document along so that they could compare it to the photocopy and insure the copy was an exact duplicate of the original.
