You should be able to pick up at any terminal, as they have a Sixt location in all 3 terminals. I picked up last month at MCO. I landed in one terminal, walked the parking lot and didn't like the cars I saw and went to a different terminal to pick up a car. If you check in and pick your car on the app, you have the option to select which terminal you want.
I also returned the car to a different terminal then I picked it up from.
