Yes, I think so too. But I guess it was done so as not to overcrowd the line for immigration. After collecting the luggage, those who haven't done the e-travel were told to do so. There´s a much bigger space there so overcrowding would not be a big problem. They won´t be allowed to exit anyway so the controllers know everyone will do the e-travel.
