Yes, "when there is a lounge," and it's open.

With just one exception, Renaissance Hotels are required to provide breakfast to Platinum Elite (and above) guests -- in the lounge or, if the lounge is closed or there is none, then in the restaurant. The T&Cs call it "continental breakfast" but it's usually a full breakfast.

Actually, at Renaissance Hotels, the welcome gift for Platinum Elite (and above) guests is the guest's choice of 1000 points or a $10 F&B credit per stay (not daily). Yes, unlike most Starwood legacy brands, daily "breakfast in restaurant" is not a welcome gift choice.

Franchisees should fully know what they need to do. It's not that hard for them to understand the T&Cs for a single hotel of a particular brand in a particular geography. It's much more complicated for elite guests, with more than 30 brands, geographic variations, different benefits between hotels and resorts for some brands, and a bunch of exceptions.
