Maybe that is why there are separate queues for Filipinos and foreigners.

I'm surprised your wife wasn't asked to do it. I was asked to do eTravel when I was last in the Philippines, and that was in May. Dual citizens are subject to the same exit procedure as Filipinos, but they're more lax in that because you have the foreign passport, you're subject to less scrutiny. At least I save on travel tax.
eTravel isn't too much of a hassle for me, especially if you have the eGov app (available for Filipinos only if memory serves me right), but it's not like it's a painful experience. It certainly beats filling out paper forms as was the case pre-COVID.
