I ended up renting from Thrifty through Capital One's travel portal as they had the best rates and it was $10 more a day than Hertz, and well Hertz President's Circle is so meh, why pay more. First of all, Hertz/Thrifty/Dollar are on the same floor and use the same fleet of cars. There is no BlueChip skip the rental car counter at DCA. A guy with a Hertz shirt on handled my paperwork. Sucks to not be able to skip the counter, but honestly the whole thing took 10 minutes. I'm familiar with check out and return because it's exactly the same place as Hertz. Sure, my car didn't have low miles like President's Circle, but I didn't care, I saved ~$25 over two days and the Sentra I got was fuel efficient and did the job.
