Not at all. Not all departing Filipinos go thru extra check. If they have enough or even a few stamps they do not ask for anything extra. I have traveled with enough filipinos to know that once they see you are a regular traveler they do not bother. Sometime when the queue is big they even combine together the foreign and the filipino queue. Once you pass the first immigration counter you can see the sign for Secondary Check. That is where they send the filipinos for extra questioning. Only some and not the regular travelers.
Oops, I didn't mean to say secondary when I said "extra". Just pointing out the immigration system has extra checks they will do for locals. The usual things they check for are visas, return ticket, and if employed by the government. Work visa? POEA docs are required. Immigrant visa requires CFO docs. Minor traveling without both parents would require DSWD docs etc. None of these would apply for a foreigner leaving the country.
Like you mentioned, leaving the country as a local is more difficult than a foreigner coming in.
When departing, I suggest not queuing up behind a bunch of people carrying manila envelopes as that usually is slowest moving line
