There is absolutely no E Travel to fill for foreign passport holders to depart Philippines. It is only on Arrival. There is always a Philippines and Foreigners immigration queue and the main reason is they check them for " human trafficking" and it is almost impossible especially for a young Filipina to get out of the Philippines for the first time without any hassle. They are always sent to secondary screening behind the normal immigration counters.
The only country that I have been where the locals have a harder time to get out of their own countries than foreigners trying to get in.
