Just wanted to share a data point — I received an offer in the One app earlier for $15 CB on a $20+ purchase at Wal-Mart. I was able to purchase a $20 Chipotle GC and the CB posted to my One savings within ten seconds of scanning the QR code on the screen of the kiosk.
FYI I remember a previous post where the user purchased an open-loop GC (i.e. Visa or MC) using a One card offer at WM to get cashback... I think you're probably fine buying restaurant GCs with CB though. Not sure if that user got shut down.
