PE does not allow free seat selection unless you have Diamond, Gold or Silver Status with EVA. If you have then it is free or else it becomes free 48 hours before your flight departure. Normally in my experience they have been very accommodating when you call them. Most of the time, in PE certainly they help you with seat allocation on the phone. My advice is don't buy the Premium Basic but buy the Premium Standard next time if you want to fly with EVA on PE. Bear in mind that unless you have Star Alliance G, (then you have to board last on EVA if you fly Premium E).
