I am not sure if it was supposed to be allowed or not, but when I turned 21 in the mid 90's, a group of about 12 of us flew on Southwest to Vegas. We brought cheap whiskey in our carryon and mixed it with coke served from the flight attendant. She knew what we were doing and kept coming back frequently to make sure we had enough coke.
