I wonder if the agency has the access to the same bulk fares that cruise lines and shipping companies have. Reports are that you can get pretty good premium class fares that have all the benefits + miles.
The usual issue is that these tickets are very non-changeable and aren't eligible for things such as weather/travel waivers that normal revenue and even award tickets are.
