I agree that there is upgrade space. However I can't find any 'R' fare class availability now, on any TATL flight.
The new news is that AC now provides upgrades from a "hidden" bucket, but the rules determining "access" to that bucket are opaque. At no point have I seen any 'R' availability open up.
The consequence is that we used to have some level of visibility into the availability of an immediate upgrade, via the R class. That visibility has now gone (for TATL flights)
And I agree with you; AC are misrepresenting the value prop of a latitude ticket now. IMO they are well within their rights to decide that they don't want to make "cheap" tickets available for instant upgrades ... but then they shouldn't sell latitudes for cheap. The sales pitch is that a latitude ticket has "these" values, and they are now changing that.
And it's not just upgrades - even things like the "changeable" of the ticket are nebulous, because you can't change a cheap fare latitude ticket (for low/no cost) unless the same cheap fare remains available - so last minute date changes are not really viable.
Again, AC can absolutely do things like that - but it's a big change from the completely open changes that latitude used to mean, and the web site does (IMHO) not adequately describe all of these new subtleties.
