He gives you quote that are doubled when you make the actual payment of the procedure. He justifies the difference by stating that he is not the one doing the procedure (that was actually much easier and shorter than announced) and does not feel like that he should give some kind of apologies for the discrepancy. The reason why he gives those quotes, while he is not knowledgeable of the procedure, remains a mystery.
