The jet stream is much stronger in the winter, making for a longer westbound (headwind) and a shorter eastbound (tailwind).

Also, not sure you've got the blocks right. For August (minimal jet stream) the westbound and eastbound are both blocked around 8 hours. For February (strong jet stream), the westbound is around 9:30, while eastbound is around 7:00. These are rough averages, as different flights have slightly different blocks.
