You're forgetting about the US side. Just like BR and CI aren't sharing their SE Asia network with DL, DL is keeping all of its midsized US markets to itself (e.g. CI and BR sell SLC-TPE, but the US segment is unlikely to be on Delta unless other options are sold out). Meanwhile,
JX has that AS partnership, which theoretically gives it reach beyond Seattle, though I haven't noticed any meaningful efforts to leverage that relationship yet. Furthermore, AS has been continuing to feed traffic to BR and CI.
I would love for Starlux to become the Taiwan based OneWorld member. Hopefully the AS partnership is a start to that. But having flown them LAX-TPE in May with an extremely light load I'm afraid will be more focused on surviving in the near term.
