So are you saying that the One card is only limited to 1 card per household by that logic? The P2 information would not be separate so they should be able to get their own card. Plus OP said that the P2 address was not verified to send the permanent card so even though in principle they can make the assumption that the address was what was stated, I don't think that would have made a difference. I think the sending of funds from P2 to P1 definitely was a trigger point to put eyes on P2's account and probably saw similar load activity.
