The Avis facility is located a block away from the LAX Economy Parking structure. Walking there and taking their shuttle would have saved you a considerable amount of time, as the LAX shuttles use the lower level inner roadway and avoid the traffic backup in the other lanes.
Thanks for the tip. I will note on this night the first problem was Airport Blvd. was doubling as a parking lot. I was considering driving on the sidewalk to get to the car return driveway. I was the only person on the bus, and the driver did take the lower level cut thru to Terminal 7 as part of the hour adventure.
