I use that kind of language in release notes if I fix something that is hard to explain as it only happens in very specific scenarios, and is irrelevant to 99% of the users. And to be honest in most cases the customer would not be interested in the details unless it was something very obvious (e.g. when making a certain type of booking payment will always fail).
