She has checked with her card issuer and there are no issues (no blocks, etc.), but she is still frustrated with completing the purchase.
When a friend from the US came to visit me last year they had the same problem and couldn't book on the app or the US website. They ended up calling in and getting it sorted that way. That may be the best course of action.

They never gave a reason why it was happening. Onöy said that they report the issue.
