Shouldn't it be just based on which country you were travelling from (and maybe to?). Lots of Canadian residents may have foreign citizenships/passports and travel on those, but would have to go through the Canadian Travel Number if they were flagged?

I guess some unfortunate people could end up having to go through multiple country's no-fly-list exception system if they got flagged globally...
