I think 'expect' is way too strong. Sometimes, even often on certain routes, cash latitude will clear when R0. Other times it seems to reliably not clear if it's R0. I book these tickets a lot and often get clearance without R space on TATL routes, but usually there is a bit of P space or, at least, a good number of seats in the other J fare classes.

That particular flight is P9 so I'm a bit surprised it didn't clear with a cash latitude (that's a route I often fly). (How many of you are there -- you said 'we'? My experience is only as a solo traveller. Am also SE which may make some minor difference.)

You could try removing the upgrade request and then reapplying it.
