I don’t know who you are quoting here, and the analogy makes no sense to me.

So if you have a UA credit card, you can guaranteed get 1 cpm today. Is that subject to change? Of course. Is it likely? I doubt it. 1 cpm redemptions are an “industry standard” that are probably profitable enough for the airlines/banks to stick around for a while.

Now, if you have no UA credit card or can’t get one, you don’t have a 1 cpm floor. But personally, even a 1 cpm valuation is so unattractive to me that I wouldn’t care - I would certainly not work to earn any miles beyond what UA might throw into my account for occasional (now more rare as less rewarding) flights. Just like 200k miles = 400k miles = 1 billion miles when it comes to award costs for J seats to Europe for me, 0.5 cents = 1 cent when it comes to attractiveness of miles earnings.
