You are correct. This is a known bug in the system. You cannot book OneWorld Explorer tickets using the online tool if they exceed 34K BIS miles. But this limit does not exist in the rules. The system problem just means that you have to book these tickets by calling a OneWorld carrier.

Yes, if the error message is still showing after you've chosen all your flights, then you cannot proceed.
But I have found that sometimes the message is displaying because the tool has chosen an airline that is allowed on a Global Explorer but not on a Oneworld Explorer (and the global explorer has a maximum mileage limit).
I was getting message while building my ex-Cairo DONE5 last month. The tool had chosen Fiji Airlines for my SYD-NAN and NAN-SYD flights. I changed to qantas, and the error disappeared. (Total mileage of my ticket is ~42,000)
