I look at the equipment involved. If it is a flight of any substantial length and it is a 737-900, I would pull the trigger quicker than I would an A321 where the exit row is available.
Out of MSP, I have actually seen confirmable Delta One inventory using a RUC. Clearly, that is excellent bang for the buck.
