Should be able to be handled by the frontline agent, not sure why it would need to be queued. If the same bkg class is available on the new flight, it should be a reval, but the option isn't always available for agents to use (to prevent misuse). Many agts, even back office ones, get into a a rhythm of invol exchanges, so may just reissue anyway.
I still don't know what effect that may have on your Avios earnings though.

Should be possible, once you get past the computer says no response because the flight is 'operated by a non-partner' - but UuA will definitely be a reissue.
