So while I agree with you that it's an odd decision, I'm not sure the evening block is relevant to their decision-making.
Oos I thought UA had a late night flight returning to the USA as they have a late night to Taipei. I've been to the BR lounges multiple times and it's very busy early morning so the 1020AM restriction makes sense, but certainly by noon and early afternoon it's a dead zone.
