Delta generally blocks the last several rows of Y until the gate. The intent is to facilitate seating kids traveling on basic/light next to an adult on the same reservation (it's informally possible for families traveling basic/light to call in to select those seats). DL apparently also moves the blocks fore/aft as needed based on basic bookings with kids.
