Well, that depends on when they fly.
Until March 31st Romania is non-Schengen, so no passport control in FRA. E.g. today's LH1418 has gate B54.
After that date Romania will have joined Schengen and then passport control will be in FRA (or wherever the connect through to an intra-Schengen flight)
