Otherwise, remember that it's your phone OS's responsibility to report your location to the app. If it was wrong/outdated somehow, or if "Precise Location" setting is turned off for the app, then I could see how your phone would think you're somewhere you're not. When Precise Location is turned off for an app, it uses cell towers to determine your rough location (on the scale of hundreds of feet), whereas Precise uses GPS and is much more accurate.
Regardless, again, if you ask it for directions from the Cafe to a gate, it is reasonably close to correct.
If you build an app that requires a GPS signal for indoor navigation, those issues are on the app, not the device.
