It's not that complicated. Neither SIN nor DPS are a hub for any OneWorld airline. The vast majority of airline flights are either to or from a hub airport (or "focus city" which is a smaller hub) of the airline. Therefore thus, no nonstop OW flights between those two cities. As noted, there is a way to get from SIN to DPS on OneWorld, you just have to connect in KUL.
