Just to provide an update, my dad was going to send the requested paperwork to Amex but turned out it wasn't even necessary as he received an email the following day that he was approved for the card. So, yes it seems that the pending review was triggered due to some check that they went through internally and then made a decision to approve. And we now can also confirm that the 90+ day rule is independent for Biz Gold and Plat cards.
