Welcome to Flyertalk. I do not have a definitive answer but would expect to get 2 new jokers every time I requalified as GGL, even if that was a shortened period.
Gold upgrade vouchers are easier to work out. You will only get vouchers for actual tier points earned, not deemed earnings.
