Correct, this is the order listed on SW's website.

If the priority list above was followed, she was unlikely to have been A-List preferred. On the top screenshot, I am #1 and she was #4. The second screenshot was when she cleared and I did not.

Ultimately, I was cleared, and so I did not ask the agents for further clarification. However, I am still interested in knowing how #4 could have been cleared before #1. Any other thoughts appreciated.
