You can get a SIM each time, but not a durable one so you can keep the same number for repeat visits. I suppose it's possible to find a vendor who will accept a reservation from a hotel as proof of residence and process the SIM application like a normal one?
I did not need proof of residence, only an address (gave the address of a relative). But YMMV.
