think this simply means that MM lifetime status and annual MQD earnings are not additive. So, for example, if you're 1MM / Lifetime Gold, and then earn $18,000 MQDs in a given year, you can't combine those to equal $28,000 MQDs ($10,000 for lifetime Gold + $18,000 earned) to get Diamond. You would just be Platinum, for reaching the $15,000 MQD threshold.
I could be wrong, though.
