I have a business with four travelers. I have a business Citi card in the name of that same business. I exceed the spend threshold, although with the business card, I believe both the spend threshold and the employee levels are waived. The only thing I can think of that might be causing my failure is lack of an email address that matches the company name?
I have an email. Then again, my corporation has a : in the name, the IRS/EIN has it as a space (no special characters), so maybe that's tripping it up.
