Jetstar is not a Oneworld airline. So cannot be used on DONE* [Rule 3015]
But Jetstar can be used on Global Explorer (distance based) DGLOB* [Rule 9701]
Are other rule differences between these fare types.
You could purchase DPS-SIN as a separate ticket on any airline.

RTW guru pandaperth will probably/hopefully comment on the route.
The OW RTW online tool is very buggy. Valid routes can error.
