It is based on both. No matter how profitable a customer you may be, if your banking behavior reeks of ML, then you will be reported to the Feds if you aren't shut down first. And most big banks these days are shuttering, forgoing the profits versus the potential liability of harboring illegal activity

It certainly is better to be a customer rather than a parasite
However, some folks are in a rush and others just don't care if they are shut down or not.
