That's what I was wondering too, hence why I've queried it with CX seeking confirmation, because my reading of it is
* first class and business class passengers on a Cathay Pacific flight
or partner airlines such as Oneworld
* Cathay Diamond, Gold and Silver members
only when travelling on a Cathay Pacific flight
* Oneworld Emerald and Sapphire members
only when travelling on a Cathay Pacific flight
