I had the same issue, send an email to [email protected]

They can help, we ended up finding out the account (which the primary card plus any additional cards) can only be linked to one Skywards account at a time AND you have to make sure the name on your Skywards account dead matches your Amex account. If you have your middle name in Skywards and not on your Amex card you need to change one or the other. This is some new enhanced verification model and it really sucks. I went back and forth for 9 weeks before I finally got it solved.
