The two most fungible DM choice benefits are the $500 AMEX statement credit and the $250 DL voucher.
So before you even consider the cost of the RUC/GUC redeemed, that 100,000 MQM's is worth $750, But if someone had 400,000 MQM's left over, then that expense/responsibility will be spread out into the future years.

Converting 100,000 MQM directly to RDM would be 50,000 RDM at 1 cent per RDM is only worth around $500. But 400,000 MQM to RDM would be a $2,000 hit right now if the owner chose to use the miles before they further get devalued.

Therefore, I have a hard time thinking this status extension benefit will include the choice benefits since it is so much costlier for DL to deliver, unless they simply want to juice up the bottom line now and worry about paying for their promises later. Wait, ... that's exactly how they have run the place since they invented MQM's.
Not giving full DM benefits for this 100K MQM would essentially be... Better upgrade position, Hertz President's Circle (also at PM) and more RDMs? Not such a great deal IMHO...
