I've only seen overcrowded clubs at JFK (after 2PM) and ATL Terminal B where I had to wait in line twice this year while the other options weren't busy. I usually travel on non-peak days and hours so my question to Delta is if the club is showing not busy in the app (under 30% capacity) and my flight is leaving in less than 2 hours why do I even need to burn a visit credit? They could easily setup the tracking system to account for this and in ATL it could even the load at some of the clubs. Having people in clubs vs. them being underutilized would make more sense. Sure, overcrowded clubs are not fun but they are staffing for a full club and it's a cost for them if they aren't at a certain utilization rate I would think.
